Strip it back and look at the way the necromancer in ACK's is set up. This is a villain capable of toppling nations. Couple this with the subtle & hamfisted power of the 9 Hells & you've got a recipe for wrecking havoc on a grand scale.

These necromancers are leading cults that are the cysts of Hell's influence within a campaign. The demons & devils in a campaign don't want to break the yoke of the gods because each & every soul that they bring to thier masters fuels both the armies of Chaos & the fires themselves. And this is where Necromancers & thier servants begin bringing in the humanoid armies. Fuel & magical corruption allow the whole range of nasties to be generated into a campaign world.
