A Christmas Monster - Marleys

These are the spirits of those who have forged their chains for the afterlife. They often appearing as they did in life except for a an infernal atmosphere of its own... its hair and skirts, and tassels, were still agitated as by the hot vapour from an oven" They  maintains the same voice, hairstyle and sense of dress that they had in life, but are completely transparent, wearing a handkerchief tied about their jaws, and "captive, bound and double-ironed" with chains which are described as "long, and wound about him like a tail; it was made... of cash-boxes, keys, padlocks, ledgersdeeds, and heavy purses wrought in steel."They despair at their inability ever to find happiness in the mortal world or the next. As they spent their life on this earth obsessing over money and mistreating the poor and wretched to fill their pocket, Marleys are condemned as part of they're "penance" to walk the earth for a very long time, experiencing an "incessant torture of remorse.".
Marleys may cause illusions to confusion & cause despair in  their targets .They are often called upon by the forces of law to deliver ultimatums & prophesies of the gods. They're illusions may be disbelieved with a save vs wands.
They may get very impatient with their targets & deliver a
 spine-chilling howl that brings their targets to his knees, begging for mercy! At last resort they make strike with their fists for 1d6 damage per strike. They can't be effected by normal weapons & may pass through walls easily. Since they are ghosts no mind effecting powers or illusions will effect them. As they are agents of law they may be turned as any undead but only for a time! They're will can not be denied.
