Rodan, The Fire Demon
Rodan is essentially immune to infantry-scale weaponry (lasers, slugthrowers). Treat his hide as having high Damage Reduction (DR). Only Heavy Ordnance (ship-mounted weapons, missiles, or specialized kaiju-tech) can reliably penetrate his armor.

The "Flyby" Strategy: Don't have him land immediately. Use the Sonic Boom ability to soften up player fortifications or vehicles. Rodan should be a hit-and-run nightmare, not a stationary boss.
Environment Hazard: In the Monsterverse, Rodan carries intense heat. Standing within 50 meters of him should force an END check to avoid heat exhaustion or damage every round.
Managing the Scale: If your players try to fight him with personal weapons, emphasize the futility. Their laser rifles will just scorch his scales; he won't even notice them unless they manage a "lucky hit" on an eye or a sensitive membrane. He should feel like a moving disaster, not a standard combatant.
To make vehicle or starship weapons feel effective against a Titan-class threat like Rodan without breaking your existing campaign balance, you need to convert Personal Scale damage to Vehicle Scale (often called Starship Scale in Cepheus).
The easiest method is to use a 10:1 scaling factor.
1. The 10:1 Scaling Rule
In Cepheus Engine, vehicle and starship weapons are designed to punch through hardened hulls. To reflect this against Rodan:
Multiply Titan Armor by 0.1: Rodan’s Personal Scale Armor of 20 becomes Vehicle Scale Armor 2.
Divide Personal Scale Damage by 10: If a player somehow shoots Rodan with a heavy infantry weapon dealing 30 points of damage, it only inflicts 3 points of damage at the Vehicle Scale.
Keep Vehicle Damage As-Is: Standard vehicle and starship weapons roll their listed damage directly against Rodan's scaled armor.

Instead of giving Rodan thousands of Personal Scale hit points, give him a Vehicle Structure Track.

Lightly Wounded (45-59 Structure): No mechanical effect. He is enraged.
Wing Damaged (30-44 Structure): Flight speed drops to Mach 1. DEX drops to 6.
Grounded (15-29 Structure): Cannot fly. Forced to fight on land.
Retreating/Defeated (0-14 Structure): Rodan flies away to hibernate or crashes.
Using this system, a single hit from a Heavy Missile (averaging 35 damage) won't instantly kill him, but it will severely injure him and change his behavior, making the players feel powerful without making the Titan look weak.
